Supportive Housing Program (SHP)
Known as the McKinney/Vento Supportive Housing Program (SHP), this program facilitates the development of housing and supportive services for homeless individuals and their families, with a goal of increasing permanent housing and independence.
SHP funds can cover 1 of 4 areas:
- Permanent housing for homeless persons with disabilities
- Transitional housing
- Supportive services only
- Safe havens
The following activities are eligible for SHP funding, with limits and stipulations:
- Acquisition, rehabilitation, and conversion of covered facilities
- New construction (including land acquisition)
- Supportive services
- Operating costs
- Leasing costs
- Administrative expenses
SHP funds are awarded through HUD's Continuum of Care plan. Eligible applicants include states, local governments, public housing agencies, Indian tribes, private non-profit organizations, and community mental health associations that are public non-profit organizations.
